Could be an interior dive break. But given the scratching in the surrounding area it could be solder that someone added

@JL, just a thought here. You've bought the coin so have little to lose at this point. Consider taking a soldering gun and placing it contact with the mass that covers the coin. If it melts, then yes it is solder, but if it doesn't melt, then it might be an interior die break as noted by @GC. If it were brazing (which melts at a higher temperature), then I think that we would see some discoloration.

It is an unusual shape/location for a die break, so I'm leaning toward this not being a mint error, but like I said, you should be able to confirm one way or another.

I did some comparisons and I think there are 2 possible dates, 1933 & 1943.

I ruled 1913 out as the font is quite different. If I had to choose one, I'd go for 1933.

I think it is a die break. By the pictures the area looks to have the same color and wear as the rest of the coin.
