An upside down picture of part of a quarter with some sort of doubling fairly extreme whichever type it is. Need a full frontal of the coin properly oriented for best results from the forum.

Some devices near the rim are showing Die Deterioration on that part of the devices. The other part of the devices are showing Machine Doubling on the devices facing the center of the coin. So neither is collectable. You are looking at the wrong areas for a doubled die. The spread on the coins would be in the center for doubled dies. Here is a side by side of a normal coin and a DDR:
