Extra metal could be from deterioration of the die used to strike this coin.

The letters look scooped out. It may be from rolling equipment damage. If you could post full pictures of both sides it would be easier to tell what's happening with the coin.

Proper fill, the rest of the letter hadn't filled completely yet when the strike ended.

Partial devices can also be caused by die filling some areas with grease preventing part of the devices to be wider and some fully shaped:
State-Quarter-Error....theres-Really-No-Errors-For-This-Coin
Possibly from the die being wiped down with a cloth that pushed the grease into some areas that will the devices an other areas with out grease that left the devices looking normal. Not a premium for the coin, just an explanation of what caused the issue.
