Conder101 has it...this is a form of Die Deterioration Doubling that tends to only show up on the zinc cents, and is far more common on 1982-1988 cents than any other era. It manifests as a sunken 'shadow' doubling on the outer edge of the lettering near the rim, most notable usually on the date and the first half of LIBERTY.
