Interesting! I'm not sure it's a Cud, but I don't know what else it would be. Maybe a lamination?
ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting? Please DON'T! When in doubt, leave it dirty!!

I think it's a Retained Cud because of the shape and vertical displacement. Additionally that is a stress spot on the design so it makes sense.

I normally question an anomaly that visually separates itself from the rest of the coin by a color or tone change. If there is some vertical displacement ( which is hard to illustrate with a two dimensional photo ) then that might account for that spot being lighter in color than the surrounding field.

I would say Not a Cud.To me it looks like something was on the coin when the rest of the coin darkened. Or its still on the coin preventing it from discoloring.

I can't really make out if its a Cud, more like a stain. A Cud is more like pictured below.

Looks more like a stain to me as well. Not raised, no displacement, change in toning...

It's definitely raised, I can say that for sure. As for change of color I dunno

It looks to me like the rim took a hit that area. That would explain the area being slightly raised and lighter in color (from wear).

Could this be an impurity (or even a solid area of silver) in the alloy mix with the curved area being more dense?
As the dime wore from circulation the surrounding area wore faster and became recessed (making this area seem raised)? It doesn't seem as porous as the adjoining area judging by the fewer dark specs in it.
Or it is a die anomaly, possibly rust affecting the recessed area around the arc?

My guess a stain, because the designers initials are not distorted.
