@jerrold, hard to say for sure that this is paint or not. It might be from a metallic magic marker so more like metallic ink than paint. It could also be mercury, although that is more on the older cents as kids don't play around with that very much any more. In my opinion it isn't a mint error regardless.

IMO,I believe if it was part of the zinc core the color would be much darker due to its age. Try soaking in Acetone for about 15 minutes and see if any change happens, therefore if it does change most likely paint of some kind.
Looks like the surface was altered. There are partial plated coins. But the color change is the clue for these: The bottom one show how some of the plating was prevented during the plating process.
