I have had this quarter and I can not figure out what this is under tail feathers on this quarter it seems as though it has a planchet chip

Are you referring to that tan thing? That is debris on the coin.

it does look like something stuck to the coin. It may be a small blob of dried glue. See if you can dislodge it with a wooden toothpick. That should provide enough pressure to remove it without damaging the coin.

I have tried to dislodge the debris but it doesn't move nor does it have a raised edge to the spots a matter of fact it actually dips into the coin itself

Here is an overlay. But it does look like correct color to be a missing cladding. It should be a darker red in color? Check the edge of the coin. If it is that color and there is a small void on the area, it might be a peel of a clad?

I found out that it was nail polish or something to that nature
