It could be an 1800/79 or an 1800/1798 and not a plain 1800 perhaps?

It certainly looks like 1800 to me.

In very low grade like that it can be hard to tell an 1800 from an 1802. A picture of the rev might help.

It's possible it was a throw in for a special that had a minimum coin requirement too. I've put pocket change in a couple times for the last coin to get to the minimum when I was one short

Or possibly they thought it was a rare variety. There are several 1800 and a couple 1802 varieties that even in this condition will bring high three or low four figures.

Maybe they couldn't decide whether it was an 1800 or an 1802 and wanted to get an "official" opinion.
