Maybe to generate interest in collecting? If it's not sanctioned by the Mint, why wouldn't they go public with an explanation or possible cause? It's not classified or a government secret. Since they have never gone public with anomalies like these, you have to believe it's sanctioned... Or they know they have rogue engravers on their hands and are to embarrassed to admit it. There seems to be quite a few of these types of intentionally modified or altered working dies out there.

I think the debate has gone back and forth on mischief vs. mishap for two decades. For my own personal opinion, it has to be mischief. There are two different varieties with an extra leaf in the same area. The leaves are too well defined to be die damage. I mean really, a die shaving just happened to unfold in a way that mimics the corn leaves, and it had two fully formed edges, and it joins correctly to the stalk but does not overrun it? C'mon. The simplest explanation is that it was a bit of lighthearted shenanigans by a Denver Mint engraver.
