Die Deterioration. Unfortunately sellers have hyped this as a "poor man's" doubled die and the gullible certainly will be poorer if they buy it.
If you're not familiar with
Die Deterioration, that occurs as the die gets overused and areas of the die will show these enlarged details (devices). And it's usually most noticeable on the areas of the devices closest to the rim. ie: Last number of the date, tops of motto's IGWT & EPU, bottoms of the bust on really worn dies in 1925 &1926.
