My friend found an interesting $10 bill it has blue seals and serial numbers curious as to what he found

Seeing as how there's no color alteration on anything besides the seals and serial numbers I highly doubt it

The following is from the article at this link. Hope this sheds some light on the op's note in question.

This is a strange color change we saw recently. It is on a modern $5 bill. The seal color has changed to half red. The serial number is starting to take on a gold color. Very rarely we will see green seal notes where the green color has turned a slight blue color. Those color change errors can be authentic and are recognized by the grading service. That is the only color change that will command a premium and be accepted as an error. Let me repeat that. If you have a note and the seal color has changed from black or green to a more blue color, then that error could be authentic. All other color change "errors" are man-made or the result of environmental damage and they should be avoided.

I've read that oxalic acid will turn green ink blue. Sounds like it may be a candidate for a professional opinion...

Any Update? I also have a 2013 $10 with the same discoloration. perhaps there were a few errors that year in printing

It's my experience that enzyme-based detergents can do some very colour-specific colour changes - things like changing the green to blue without seeming to change anything else, are very possible.

I'd also point out that it seems to be quite well-used. A note with a striking "error" on it, like the wrong coloured seal, probably wouldn't last long in circulation before it gets pulled. Which means it was probably "the correct colour" for most of its circulating life.

Although unsure of how it was done, I've seen many altered "false error" US Notes with their red ink changed to yellow with no apparent change to any other aspect of the notes. A common scam.

If you are able, post a photo of the front and back, interesting to see also if its in the same block or is changed on what looks to be the entire 3rd printing. Perhaps the original poster can post the back also. Very few currency errors of inked seals or serial numbers that have changed color are out there. When they are real however they are recognized by the grading services, and green to blue ink is a real error that can happen but unknown to me if there is chemical ways to do this green to blue change as well. If it were me, it would be worthwhile to investigate unless its proven a fraud by someone. The red to yellow ink can be environmental or intentional and are the most common that are usually not an error. I believe the link given in another post above has some info on that.

I'd want to hold one in hand, However it appears there are more in the wild. I am not a currency Paper Expert by Any Means, But THIS second bill presented , clearly nicer condition shows the Same Color changed seal, However the second bill shows a First Printing, Compared to the OP'S bill being a Third printing, ? Leads me to believe Either the Same " unknown " method is @ work or the 2003 bills were printed this way........... NO ?

So we have three mentioned - all 2013 same denomination of $10 with blue serials/seals which leads to believe its an error rather than something external where it would be found on other years and denominations. HA and KB blocks. DrJMrH can post photos also to add that info.
