Either one, they both mean the same thing.
PSD is just a more proper term that eliminates the confusion in some people that the damage might have happened IN the mint "and wouldn't that make it a mint error?" (This problem comes from people "shorthanding what
PMD actually means.
People will say Post Mint Damage, when actually
PMD means Post MINTING Damage. Minting as in striking.) Damage is damage whether it happened inside the mint or outside, and in most cases there is no way to tell where the coins was when the damage occurred. But damage PRE-strike could have value, Post strike damage has none. The key is whether the damage is POST STRIKE.
And of course what was done to that quarter was done post strike, and it was also done after it left the mint.
