@fred, first welcome to CCF. Second, there might have been a small amount of grease in the die when this coin was struck. Can you please also post a pic of the obverse of this cent? Thx.

to CCF. Please crop photos before posting...thanks. That is a weak area on the dies, and it only takes a wee bit of grease in that area to cause a weak strike look.No added value. John1
Some say grease filled and some say since the design of the bust on the obverse needs a large amount of material to fill that design therefore causes the reverse devices to be weak, either way very common on all years of LMCs... to CCF
