Most likely it is glue residue that was left over after two glued coins were separated.

Try soaking the coin in acetone and see if the glue gets dissolved.

Thank you I cleaned with MS 70 and polished with a coin cloth heres what I got I didnt have any acidtone handy

I would say glue definitely. You can see some of the backwards lettering below the "extra" Lincoln Memorial. There is also a small glob on the obverse behind Lincoln's head.

It's glue 100% Not sure what MS70 is but acetone will dissolve it

How would they get the rim and edge like that with glue? Not questioning you guys just curious

There are some dings and dents on the edge as well as the glue, not sure if this is what you were referring to.

May take up to a few days for a soak in acetone to completely soften the
Araldite epoxy resin glue, but it will certainly do the job.

The obverse is what I was talking about. It looks like a number or letter, maybe both. It's not clear enough to tell for sure

If you are referring to that mark in front of Lincoln's nose, that is just some sort of circulation mark.
It is impossible during the striking of a coin to have a extra letter or number suddenly appear unless it is a dropped letter.

ms-70 is a coin cleaner, it will not have any effect on glue.

Most likely someone was trying to separate the Two glued coins, it is just a damage on the Rim, it is safe to let it go.
As mentioned if you are really curious you can invest on a bottle of 100% pure Acetone and soak the coin in it for an extended time till the glue has been desolve, but this is not always totally full proof, depending on the type of the substance it may not desolve at all, but know that this was manufactured outside of mint and it is not an error, you can create one for yourself and see the results.
