When touring through India as a young man, I bought a dozen Indian dump copper coins just like this one, for 20 Cents each. Common enough to very easily find in India. They were made over many centuries in industrial quantities by the Native States of India, even after the beginning of British rule.

Had I known a little more, I would have not have bought them.
Indian officials at airports can be very aggressively officious, and will insist that you be arrested and charged, just to make a name for themselves, and gain credos from their superiors.
I was lucky to get away with my petty 'crime'; they did not find the coins in my luggage.

However, I have known a professional lawyer, also a coin collector, who bought a dozen silver dump rupees for a dollar or so each, about a year later. He did six months in an Indian jail, and his reputation as a lawyer was ruined.

Might just be a Mughal Paisa from Macchlipattan mint.
