1) Is this a normal color for a Barber quarter? 2) How do you calculate rotation? I've seen different ways that contradict and wonder what is accepted. 3) Do I have anything unique here? I rotated top toward camera, and the book corner can be used as reference.

Thank you both! This is exactly the info I hoped for. It is a coin my grandfather gave me that he probably found in his pocket change years ago and has always been a mysterious curiosity to me.
That is a significant rotation and would add value in my opinion. A normal 1898 quarter in Very Good (about the grade for this coin) is common and would sell for maybe $10. This piece is likely worth significantly more. I like it! BTW the color looks OK for a circulated silver coin.
