1943 Steel Penny Size Of Dime

I found a 1943 Penny that does not look like it was correctly struck. It appears to be about the size of a dime and the rim appears to be missing. Is this normal? I have attached a photo of the front.

I do not know how much it weighs and I do not have a scale that would weigh it. It does stick to a magnet.

The problem is that this would not work in a vending machine. The magnet would grab it and then stop working until it was removed. Foreign change that had a base metal of steel often did this years ago.
