Retail is $3.00 a coin. Dealer would pay around $1.50.

Common coin in this grade, and the carbon spotting greatly reduces the value.

Black 'carbon' spots are not really carbon at all. They are either copper sulfide or copper oxide ( or a combination); both of these copper compounds are black.
They are in fact, tiny spots of corrosion.
Pricing by previous posters for this coin correct.

Actually they are not carbon spots. They are sneeze droplets. (The smallest form of a drop)

Oh wait, I guess they did.

But maybe they didn't know to sneeze into the crook of their elbow instead of into their hands (or ON coins).

Germs did not cause the tiny stains.

The droplets of moisture most probably activated any oxygen or chlorine compounds that may have not otherwise have affected the coin.

Actually, the moisture droplets could have come from any source, but sneezing is one of the most plausible causes.
