Actually this is normal for this year. There was an issue, but not of the master die on this one. But an issue with the master hub. It was swelling outwards for many years. In 1969 they created a new master hub and mored forward with this: Note the bust is larger on the 1968? That is from the master hub swelling. Note the 1969 coins design is further from the rim. Because these wasn't changed part way through the year, but at the beginning, all the 1969 cent are the same size. Thus the 1982 cents went through the same event, but part way through the year, thus the large and small date cents. But the design changed on the small dates on the date.
