1986 D US Quarter Possible Error?

Hello all,

I am VERY new to collecting and I'm still learning and trying to learn. I was looking at this 1986 D Quarter and Washington's eye looks odd to me. I looked at it next to 2 other '86 quarters and it just stood out to me. Also on the reverse theres a scratch coming from the eagle's mouth, but I have no idea if it's circulation dog or not.. Any guidance will be greatly appreciated.

**I also tried to "white-out" around the quarter in 1 picture.

Since this linear mark is below the surface of the rest of the coin, it is either a scratch or a struck-through error. Based on all of the other circulation marks, my money is on it also being a scratch. A good question to ask though!
