It's not easy to tell from the pictures, but I think it's just damage. It looks like someone has removed part of the face of the coin. A better image of both sides and a weight in grams would help.

1. If the coin is light in weight, then the coin was reduced by sanding and polishing. (Looks like the center of the obverse is showing a full strike on that area.
2. If the coin is normal in weight and shows rims, it could be a Struck Through Grease issue.
3. If the weight is normal and it shows the proto rim on the edges of the coin (not rims) then it could be a weak/low pressure strike.
So knowing the weight and seeing out of the capsule with a closer view, would be a better aid to tell what is going on.
