@pe, are you sure that this isn't just the copper plating and someone has colored the underlying zinc? It is kinda weird looking to be sure.

Added: can you confirm that it weighs the right amount? Thx.

Underlying color (copper..)does seem odd...peeled copper plating due to blisters, wondering if someone added a helping hand for this to happen..

Spence, portions of the plating had fallen off over the years.

Maybe the lighting when I took the Pics made it appear that way.

Neat looking coin.
Since no one accepts, at this time anyway, that any copper-plated zinc planchets can delaminate. This would probably be a defective planchet, if anything. (Because of the plating process, layers of copper aren't formed, but individual particles of copper bond to the surface of the zinc in a uniform layer.)
On your coin, linear plating blisters above the date and elsewhere seem to be the root cause of the copper plating peeling away.
There does seem to be an odd area of overlapping meatal between the two areas of exposed zinc, just above the bottom of the bust. This is the area that I'm thinking is part of the defective planchet, in the underlying layer of zinc.
Words of encouragement are one of the major food groups.
We need to consume them regularly to thrive and grow.
