Actually like the 1968 cents, the 1982 quarters were going through the same thing the 1968 cents had, a swollen master hub. With the devices moving towards the rim, the master hub was also enlarging the bust as well. When you look at the previous dies edges you can see the at was walking towards the rim:

But on this years quarters you can see that even Machine Doubling was pushing the rims that year:



So on the 1983 cents they fixed the issue with a new master hub.

Note the differences in size of the bust? We often see this on years where there were a large date and a small date to replace a master hub, or to strike a new type of planchet.
