I was looking through some circulated George VI cents and I came across this one, I don't know much about rim clips as I only have one in my collection but this one just looks odd to me and was curious to hear everyones opinion. I don't see any blakesley effect but I'm not sure if thats just because of how small this is if it is a clip.

Genuine rim clip. You won't see a Blakesley effect, you need missing metal at the edge of the blank to create a drop in pressure on the opposite side of the coin in the upset mill. With rim clips, the edge is there, but not enough metal to form a rim when the coin is struck.

The dovetails of the rim where it meets the clip is all you need to know that this is genuine.
