I don't know how to post a picture of it or I would. I'm new to all this and was wondering if anyone knows anything about this kind of cent

' no mint' for a 1999 Lincoln Cent means it was struck in the Philadelphia mint. Toning looks interesting--most likely due to exposure to 'environmental' agents. I've come across many, many cents just like yours--darkish toning.

Welcome to CC!

More important is to check for the WAM. If it is, you have something. Other than that it's just an interesting coin...I admit to having a few rolls with coins like that.

but...

[crocodile dundee voice]That's not a rainbow, this is a rainbow!

And when you post a picture give the reverse too. And if it was a WAM, you would have got many congrat's. It seems that the post 1982 95% zinc pennies lend themselves to a variety of toning. Not necessarily a premium for this coin with the toning unless it brings some variety to the table. Happy collecting and welcome to the forum. Beside showing obverse and reverse, the edit feature in your camera should allow you to orient the coin by rotating it left or right.
