Is there a reason why the Innovation Dollars are excluded from US Mint sets and excluded as part of the annual US Mint Proof Set and US Mint Silver Proof Sets?

Right now, we have to buy a separate US Mint offering for the proof version of the dollars. And I guess if we want a truly complete set, we have to buy the individual reverse proof dollars.

Just my guess, but I think the main reason is that they are heavily delayed in minting ANY of the 2020 Innovation dollars (ie: they haven't minted any yet). They recently (earlier this year) got done spitting out the 2019 coins, and I expect the last of the 2020's won't be available until early next year.
Aside from that, maybe they are intentionally not combining them with the proof and silver proof sets just to make a few more bucks? The last year (2015) when the four 'Prez' dollars were included the price was $32.95. Last year buying the proof set AND the Innovation Dollar proof set cost $48.90 combined; and this year will be more.
PS: Costs I mentioned are for the CLAD proof sets.

Regardless of whether they were intended to be in the sets or not, the biggest issue is that there have been delays in design and production. The four coins were not finalized by the time the proof sets came out last year. The decision then is to either delay all the annual sets so that they could be included, or release separate sets. The latter is far easier when dealing with undetermined timelines.

In the future, as the program catches up, it would be nice if they would start including them. But by that time, precedent, and pricing, is generally set. To include them would mean raising the prices of the annual sets, which may irk those who hadn't been collecting the dollars to that point. So I think they'll stay separate.

The reverse proofs will always be separate anyway. They've put a lot of time into those displays.

This was brought up just a few days ago, It has something to do with the Innovation Dollars were never intended for circulation. Plus I believe the mint can make a little more profit when sold individually

Some of the recent US dollar coins were not intended for circulation: Native American dollars, Presidential dollars, and now, the Innovation Dollars. Selling the Innovation Dollars separate from the other US Mint coins to make a profit sounds logical to me.

@ Hidalgo: yes that's true about recent mintage, but when first introduced both the Sac and Pres coin were for circulation. That's how I understood the postings from a few days ago

Just an opinion, but when the quarter program ends I don't see the mint going back to a single encapsulation set while keeping the current set prices. Nor would they reduce the cost accordingly if they had. Sales would free-fall tremendously in reverting back to a single 6-coin set like those prior to 1999. So adding them would almost certainly be in the works. As for being a non-circulating issue, so also is the Kennedy half which has always been included.

Yeah, all of the coins in mint sets and proof sets at some point circulated as their series there were business strikes done for circulation. The AI dollar coins series haven't and won't circulate to my knowledge.

I think this is why, and well they aren't ready so far by the time the mint sets and proof sets are ready to be sold, there's that also.
