Just looks like a coin that spent some time in a corrosive environment for a while. Possibly buried in wet soil for a bit

Looks like it had another coin on top on the reverse (quarter). Was probably left in a dresser door for years. The obverse is showing light coin wrapper damage. Just a spendable coin. If this were a shiny BU 1982 or 1983, it would be a saver. They made mint sets those years, but you had to go to the mint to buy them. So sets put together were a trip to each mint. The the demand for the BU coins for album collectors. So if you find a OBW roll for these two year years, scoop them up. Worth many times more than face for these two years for BU OBW coins.

Fountain coin--works for me. I'm thinking a liquid environment played a major part in the discoloration.
