1940-S Jefferson Nickel - Cud On Date Or PMD?

Going through various loose coins during a horrid three day period where it rained for over fifty hours straight and we received over six inches of rain, I came across this 1940-S Jefferson.

It looks as though it might have a Cud above the 1940 but I'm not sure. There is no obvious damage on the rim.

What do folks things? Cud or damage?

Looks like a struck through debris error to me.
