Around the date there is metal disturbance on the die. (Note all the affected areas around the date are raised) This a RPM. (Minor)But a very nice coin. (maybe a high grade?)
Any splits on the lower serifs? Wexler has a a couple that look a bit like your coin WRPM-010, 011.

Thanks SilverCent: Collector friends, We swap hunt for each other to find what we are looking for. trade this and that I have a couple dealers I buy from also. This is a pic of the USB Scope I use. It's ok but it sucks on shiny coins due to the lighting. Take this coin see how it looks DARK on the full pic of the coin. The coin is NOT that dark its the lighting from the scope I need a better one. Its a Andonstar USB Microscope.

Is the light source hot? LEDs are not great for images. Can you shut off/dim the light source?
Earlier question about carbon spots. They develop and can not be removed as they are part of the metal.

Coop: Yes to the HOT? and if I turn the light down Pictures are to Dark. Its time for a better setup I have had this scope for 7 years now. I cant take good pictures of Silver/Clad coins. WAY to much glare from the shine and white light.
