This is an example of a Rim Fin due to an extremely strong strike as the hammer die falls down during the striking process.

to CCF. Looks like an off center strike to me.Minor so just a small premium.

It looks like both the obverse and reverse dies were misaligned (MAD). The obverse more so than the reverse

An off center strike would show the design moving away from the rim at the same opposing spot in the same direction both obverse and reverse.
Taking into consideration that a US quarters obverse and reverse are what we call coin orientation not medal orientation. The OP's coin showes the obverse and reverse designs moving away from different points of the rim.
Basically, the obverse die moved one direction in relation to the collar and the reverse die went another.

The most you would realize from selling it would be a couple of dollars with the right buyer.

I agree with John1. An off centre strike.

For premium assessment, check ebay's sold listings and see if you can match your coin against on similar that sold.
