This looks like a Rim Fin, caused by excessive striking pressure.

Odd. If the obverse is finning from excessive striking pressure, why is the rev rim poorly formed in that same area? I'm wondering about slightly out of parallel dis which allowed more of a gap between the die and collar at 12:00 which allowed the finning, but which REDUCED the pressure in that area preventing the rev rim from forming.
