A larger close up would help, but it looks like a DDD ( Die Deterioration Doubling)

I checked to see if the jaw line changed on the different die states:

It didn't appear to change.

How about a few closer images the ear/hair area to see it is is Machine Doubling on the higher devices. (high bounce?)

Here is an overlay to see if there us any reason that area would be polished?

Looking at 'IN' that seems to be normally larger as part of the design.

The very front of the collar just below Jefferson's chin also shows doubling which tells me it's either over polishing or MD. I am leaning more towards a polishing issue though.

Not worth sending it to PCGS. Save your money for more coins.

Well looking at the last pair of overlays, the top side of the building does fall on that area. Going to piece to images of the head to see if I can enlarge it to see if there is any MD on the hair area?

Side by side: Looks more like an over polished die issue.
