It's die polish marks. Remember that the die is reversed, so the fields are the highest point on the die. I've see this on Roosevelt dimes many times.

It is Feeder Finger Damage. On dimes that is the direction this feature is seen on them.

yep, definitely looks like die scrape from feeder finger. Any value to it?

Nope. Just a die event that often get polished off the dies leaving them altered looking:

I would say no premium, but you can look on ebay's sold listings to see if something similar has been sold, thus giving you a rough ideal as to value.
