I am finding that prices of high quality world coins are generally quite high everywhere.

You're not alone. Prices of world coins are getting up there, sales are high, and this was all predictable. And I think this will continue for some time, too.

Can anyone recommend a reference work or catalogus of Dutch coins from the 16th to the 21st century? Or perhaps split between 1600-1800 and 1800-2003?
I have found the Delmonte, Verkade, and Schulman handbooks, but none of them specify mintages.
