Appears to be the result of a late die state--worn, aging die.

As shown, no. Just 1 cent. A radical/dramatic off center strike--with deteriorating die--might bring upwards of a few dollars. Check ebay sold items for off-center strikes.

It is call Ridge Ring. Just a die starting to loose it blossom of youth and settling into it later years of die state.
