Yes, intentionally done. Looks like dried glue with the imprint of another LMC reverse.

Put it into acetone (fingernail polish remover) and the glue residue should come off. For a collectable coin 100% acetone is necessary since the perfumes and dies in fingernail polish remover will leave a residue. But this coin is a spender anyway so it won't matter.

The reason the glue looks so thick, it that those areas tallest are the bays. So you have the extra thickness of glue on those areas.
