Looks like the die was deep polished. Note the coa and the bowtie are also weak and the date devices are smaller than normal. So the die was worked over (isolated) and the die may have been almost polished down into the gutter area that would form the rim. While I see no evidence of Machine Doubling on the image, I feel the rim was shoved against that rim area, altering the rim on that side.
