I did my best trying to get a good picture. This appears to be a strike thru grease. The fields are distorted. The P mintmark is barely visible. Washington's hair is blurred as are some of his features. Some of the lettering is also diminished/distorted. Is there enough distortion here the coin has a premium? Or not enough. Thank you.

Looks like a heavily worn die.

You're saying that because of the striations?

Without wanting to speak for @jm99, that was my first clue.

On the quarter, it looks like the die was over polished reducing the size of those devices. Then the fields are starting to show flow lines since that previous polishing. OR. The coin was attacked with a razor blade. The differences? The cuts would be incuse, the flow lines will be raised. On would be a die issue, the other a damaged coin issue. Just can't see well enough to say which at this time.

I would say you need better pictures at a different angle to tell. It looks odd to me.

That doesn't look like the A was damaged but there is a line through it. Possibly some damage and VLDS
