DDO Or Finger Feeder Abrasion Marks? (2004-P Texas State Quarter)

I've found two of this same die now in a big collection dump of BU State Quarters I've been hunting. I can't tell if the area in question (behind Washington's ear) is showing doubling from some of his hair strands, or if it's just Feeder Finger Damage on the die. Thoughts?
