1995 D "Chipped" Or Doubled "B" In Liberty

I had to angle the last pic in order to get the lighting correct, but the "B" in LIBERTY is cut off at the bottom left of it. There is a an extra raised line to the left of the B as well. Was this die damage? I cannot imagine this was post-damage because there aren't any extended points of damage, plus there is a straight edge on the left of the B to make it look almost like a doubling.

Why do the tops of the devices usually shows the hit marks? Because they can't duck down with damage comes their way.

I think that the straight edge of the letter B is displaced metal from that hit.
