Note the weakness on the opposite side of the area in question. Any help or input is appreciated

Does appear to be a planchet issue pre strike, but what caused it.....

It's pre-strike planchet damage. I wrote up some examples for Coin World sometime last year. I don't know what causes this type of damage.
Error coin writer and researcher.

Looks like a scuff on the stock material before the blank was cut. Looks like there was some depth affecting that area. Does the weakness on the reverse line up with the opposite that area of the coin?
