Not been in dryer that I know of , the ring on the coin gets aller up to that point ,so I don't know The eye of the " R " has the doubling feature I most notice]
The coin is a details, damaged piece. Although there might be some doubling visible, I think that this is perhaps some PMD combined with some VERY minor machine / Die Deterioration Doubling (pictures are not clear enough to tell which). This is a coin well within 'normal parameters,' and being damaged, is worth 1c.
This is not a Dryer Coin as some have stated. On the 1968 cents, the master die swelled where the devices are touching the rim. This was fixed in 1969 with the new obverse and reverse designs.
