It looks like it's about 60%-65% off center. Always an impressive error, even for people that don't collect coins.

Most people don't realize it, but the Federal Reserve subcontracts out almost all of it's money handling and distribution functions to these guys (Loomis, Brinks, etc.) including coin rolling and sorting. They send the coins in large bag/pallet type devices and the armored car company breaks them down into smaller bags for the banks. They also roll them and box them for the various banks as well. When they dump a pallet of pennies (or dimes or whatever) into the sorting hopper anything not coin shaped, like a broadstruck dime - gets stuck in the machine. The armored car employees usually buy them off the company or just replaces them with normal coins and then passes them on to local coin dealers.
