I don't see any lamination. You might be seeing some Die Deterioration.

The fine lines seem to be flow lines from aging dies. The coin also looks as if it's been harshly cleaned. I'm not seeing any indications of a lamination, but I'm not sure I've ever seen a lamination on a clad coin.

If it were missing some of the cladding, it would be called cladding loss. On the motto area that is called die flow from die aging. Just a spender from that I can see.
