I am trying to decide which of the barbarians minted this coin. I am leaning a couple of directions but hopefully some of you more knowledgeable can direct me in the correct direction. Thank you for your help.
I've rotated your photo of the obverse. I think it is an AE-4 of Honorius with reverse of Victory walking left and the possible legend of VICTORIA AVGG.

I agree, likely an official Honorius. With regard to the broader question, "barbarous" should not necessarily imply "barbarian" but that the execution is somehow unofficial, often crudely so. Most "barbarous" late Roman bronzes are now thought to be contemporary counterfeits, often related to shortages of official coinage.
