I think it is an AE-4 of Honorius with reverse of Victory walking left and the possible legend of VICTORIA AVGG. Here is a link to a similar coin on Wildwinds.com. With regard to the broader question, "barbarous" should not necessarily imply "barbarian" but that the execution is somehow unofficial, often crudely so. Most "barbarous" late Roman bronzes are now thought to be contemporary counterfeits, often related to shortages of official coinage.
