The cheek looks pretty rough, I'd say MS-62, possibly PL.

Tiniest amount of wear scuffing, both sides through the luster on the high points of the design, especially over Lib's ear. In hand examination of the high points with a 10x loupe should confirm. AU-58 PL.
Those dings on Lib's cheek will certainly not help with the value - they are just so much at odds with the nice condition of relatively undisturbed luster in the fields. Reverse obviously better, and perhaps a grade higher, but most MS-60 coins have more dings overall than this example.
Nevertheless, being a CC and PL, it is a desirable coin.

the 83(CC) is known for bold strikes. this one falls into that category. I cant comment on PL qualities as the lighting is washing out quite a bit of the surfaces. I'm at MS63 due to the obverse

Could be die polishing inside the left C. The spots are probably just some flecks on the mirrored surface. Looks like it might be a VAM-8 based on the mintmark position.

We know the cheek and neck are problem areas, but the obverse field details are still not clear. MS-63 at best, if that.

OP should know for himself about problem cheek area, after in hand examination with a 10x loupe just as the third party graders do.
I appreciate the problems with photography regarding PL fields.
Keith12 has a valid question regarding the mm. I have to admit: I am unable provide the answer.
