i have bought on to different occasions off of ebay mint set lots from different sellers.and both times in some of the sets there would be these tiny little holes in the plastic where the coins are held either around all of the coins or some of them. me being as cautious as I am I thought the uncirculated coins had been taken out of the plastic and replaced with lesser quality coins or circulated ones becauses some of the coins in the sets did not look uncirculated they had wear to me. it looked like someone took the coins out then resealed the area where the holes are.i returned the sets both times. and all of the mint sets I own dont have these little holes.

so my question is has this happened to anyone else, does this happen or am I just nuts.

Many older Mint Sets that have not been properly handled have a multitude of small nicks and cuts on the mylar wrapper. These are usually lesser quality sets due to the mishandling and the coins will sometimes develop spotty toning from the exposure of the holes. Trying to unseal and reseal the mylar is more trouble than its worth(not to mention very difficult) because it is heat sealed. I doubt if someone tried switching coins but it does sound like you were the recipient of someones cull Mint Sets.

Do the holes form a sort of halo around the coins in the individual compartments?

This would usually be caused at the mint by the packaging equipment and is most common on the sets from the mid-'70's.

A lot of mint set coins are dreadful. Some people think all the moderns come commonly as spectacular gems but in actuality most weren't saved in rolls because everyone knew the mint set coins are much nicer and a lot of times the mint set coins are awful too. Mint set coins are almost always well struck (and always unc), but they can be banged up so badly they look like they spend a few weeks underfoot before they were packaged.

Mint set coins are usually washed and dried and it appears that it was the drying operation that usually tore them up. In some cases the packaging equipment scraped or nicked them as well. The coins were loaded in magazines by hand and fingerprints atrn't too unusual.
Time don't fly, it bounds and leaps.
