You almost never see a spread on the devices of a die made using the single squeeze hubbing process, so that actually speaks against this coin being a DDO. Particularly, class II doubled dies (which is what would cause a spread like that if it were a DDO) are no longer possible on single squeeze dies as they were caused when the impression left by the hub migrated towards the rim between annealings. All the out devices are often affected by Machine Doubling or die wear. So The 1999 quarters further look for these areas to be doubled: Earlobes: Motto on the devices closest to center: Reverses as I mentioned on the central areas. To see what to look for on these Check doubleddie.com as some years there are many listed.
