Looks like Die Deterioration Doubling. Just worth face value.

Are you sure? I don't mean to question you and your knowledge but look at the e on the word quarter.

Yes, classic Die Deterioration Doubling. You almost never see a spread on the devices of a die made using the single squeeze hubbing process, so that actually speaks against this coin being a DDO. Particularly, class II doubled dies (which is what would cause a spread like that if it were a DDO) are no longer possible on single squeeze dies as they were caused when the impression left by the hub migrated towards the rim between annealings. No multiple squeezes, no class II DDOs.

Do you know where to look for doubled dies on the States and ATB Quarters? On the central area of the design. All the out devices are often affected by Machine Doubling or die wear. So The 1999 quarters further look for these areas to be doubled:
Earlobes:
