I am wondering what the explanation is for this color
This is definitely from the mint. I bought this coin about 15 years ago from a dealer in Vancouver. He had 2 rolls of them.
the color in the image is about as close to how the coin is.

improperly annealed would be my guess, or stored improperly..

Environmental toning... remember from 1982 to 2000, the composition is Cu-Ni.

SPP, when I purchased this coin, the seller just took it off an existing full roll. he said: which one do you want? they were all the same, NO difference. I took the next one in the roll. And the next after that looked exactly the same. so I think that environmental toning does IMO not com in to this?
or is it possible for a roll to tone each coin evenly like that.?

I am with SPP-Ottawa on this one, although I guess there could be exceptions. I started collecting Canadian nickels as a teenager in the mid 1960s and when I look at my collection, and my father's collection, I can see a difference in the finish of the coins from the '80s and '90s. Maybe not to the extent of those in the original poster's picture, but a discernable difference.
And when I coin roll search, I can spot that era of coins without even looking at the dates.

Yes, it is. Some years more than others. 1982 especially, and you get toning in mint sets and pliofilm sets too. Most of it is unattractive, but in the proof sets, the toning can be spectacular.

47P7 your coin appears to have a lined background like that found on 1997 specimen and "PL" set coins.
"Dipping" is not considered cleaning...
