Ok I've looked at a lot of pennies, but I think this is a doctered coin. the reverse is raised and you can feel it. I've never seen anything like it. So I am guessing someone did this! I know the mint wasn't the culprit.

It looks like glue residue from Two Cents glued together and then separated.

Glue or some other form of hardened, once-gelatinous gunk stuck to the coin.

Yep, glue, give it an acetone soak and I bet it goes away.
